Small, Local, & Emerging Business Program
It is the intent of Alameda County to develop and promote economic growth for the community in which it serves. The County desires to foster the growth of small, local and emerging businesses. The County will provide the community information about its procurement and contracting process. Additionally, the County will provide accurate and accessible information on available vendor/contract opportunities. The County will ensure that the process is inclusive for all residents regardless of race, color, gender, age, religion, national origin, disability or any other factor that is prohibited when making business decisions.
- Surety Bond and Insurance Procurement Program - To ensure that Local Small or Emerging Businesses have an equal opportunity with larger financially established businesses tin competing and qualifying for Alameda County business by making available resources to aid them in procuring surety bonds and insurance that meets County standard requirements.
- First Source Program - The First Source Program is a one-year pilot demonstration program that has been developed to create a public/private partnership that links CalWORKs job seekers, unemployed and under-employed County residents, to sustainable employment through the County's relationships with businesses, including contracts that have been awarded to vendors through the competitive process, and economic development activity in the County. Welfare reform policies and the new Workforce Investment Act require that the County do a better job of connecting historically disconnected potential workers to employers. The First Source Program will allow the County to create and sustain these connections.

StopWa$te
The Alameda County Waste Management Authority and the Alameda County Source Reduction & Recycling Board offer funding assistance to public agencies, non-profit organizations, private businesses, educational institutions and other qualified parties. Generally, funding is available for innovative projects that promote source reduction, decrease the amount of waste disposed in Alameda County landfills, and encourage the development, marketing and use of recycled content products.
Revolving Loan Fund
The Revolving Loan Fund is designed to encourage businesses to reduce the amount of waste going to Alameda County landfills by providing low interest loans for source reduction, recycling, composting, processing or recycled market development efforts.
Market Development Assistance
The Market Development Assistance program supports and funds business expansion and attraction efforts aimed at establishing or expanding value-added processors or end-use manufacturing facilities in Alameda County. Assistance to technically viable projects is in the form of siting assistance, feedstock sourcing, and market research.
StopWa$te Mini-Grants for Businesses and Public Agencies
The Mini-Grants program is designed to provide small amounts of money, within a brief period of time, for a specific and limited purpose. Through a streamlined application process, grants in amounts of $250 to $5,000 can be obtained to start your waste reduction project. The proposed project must be in the area of waste prevention, reuse, recycling or market development.
Business Waste Prevention Fund
The Business Waste Prevention Fund is designed for waste prevention projects -- those that reduce, avoid, or eliminate waste before it is produced. Financial awards are for waste prevention projects only - as distinct from recycling or composting projects. Award recipients also receive technical assistance from the StopWa$te Partnership. Proposals from $10,000 to $100,000 are welcome.
StopWa$te Partnership Incentive Payments
Up to $10,000 of incentive payments, based on tons diverted, are available per business. Businesses in Alameda County that have the potential to divert at least 50 tons of discards per year from the landfill are eligible for this incentives pilot program. StopWa$te Partnership representatives and client staff will work together to determine three to five recycling/waste prevention recommendations to be implemented and determining how the resources will be used.
Contra Costa County
Small Business Enterprise Program
The Board of Supervisors has adopted a Small Business Enterprise (SBE) Program to assist in the solicitation and award of contracts to small businesses (particularly local firms whose main office is located in Contra Costa County). The County Administrator is responsible for the development, implementation, monitoring, and evaluation of the SBE Program and may delegate responsibility to the Affirmative Action Officer or designee.
The SBE Program areas are Purchasing Transactions of $50,000 or less; Professional/Personal Services Contracts of $50,000 or less; and Construction Contracts of $25,000 or less. The objective is to have at least fifty percent (50%) or more of the total eligible dollar base amounts be awarded to SBEs.
