Regional Infrastructure

Board of Directors' Retreat Discussion, April 11, 2008

• Regional Infrastructure lead by Zack Wasserman

Challenge: A decreasing amount of investment in transportation and water infrastructure will continue to put the region at risk. State requirements on transportation to meet greenhouse gas emission targets could jeopardize transportation investments in the region.
Opportunity: Re-authorization of the Federal Transportation Act will present an opportunity. Continued support for the State to complete 1B infrastructure projects will be needed. State action to improve water conveyance is a key initiative for the Governor and Southern California water stakeholder groups; this presents an opportunity to address both water needs and environmental protection of the Delta.

Work Group Notes:

1. Emergency Communication system

• Work with East Bay Regional Communications System Authority to encourage participation by all Cities to achieve emergency communication inter-connectivity.

2. Transportation

• Advocate for investment in goods movement infrastructure in the reauthorization of the Federal Surface Transportation Act.

• Act as convener for regional agencies, local government and community leaders in the Central rail corridor (Oakland through Martinez) to assist with meeting Proposition 1B project time schedules, mitigate community impacts and encourage community planning to minimize land use conflicts.

• Support investment in the commuting trails system in Regional Transportation 2035 plan.

3. Infrastructure Investment

• Examine the feasibility of conduit financing programs to secure sources of capital for public infrastructure investment: foreign capital?

4. Water supply

• Advocate for investment in levee improvements in Sacramento-San Joaquin Delta (Propositions 1E and 84) that protects the East Bay’s water supply and key infrastructure.

• Advocate for State action that supports conveyance solutions address the East Bay’s water demands and protects the ecology of the Delta.

5. Energy

• Encourage consistency by local government of energy policies / ordinances in the East Bay.

6. Housing & Land Use

• Advocate for efforts that increase housing supply and affordability.

• Work with regional agencies and member Cities/Counties to retain industrial land supply for employment and minimize land-use conflicts with residential development.
